Is there no democracy in Hong Kong or is Hong Kong not democratic enough?

If there is no democracy in Hong Kong, why were elections held there last week? And the pro-democracy camp even had a landslide victory. If there is no democracy in Hong Kong, why are street protests permitted? Is it a case of having no democracy in Hong Kong or is it that some feel it is not democratic enough? When the US legislators instituted this law, do they really understand what they are doing? Do they really know what is happening on the ground in Hong Kong? Do they realise that they may be sending a signal to those who caused the violence that they are endorsing their lawless actions? Why does the US need to have this law in the first place?
